TGWA Staff

Contract Support

Bobby Bazan became the first-ever employee and full-time Executive Director of TGWA in January 2023. He comes to TGWA from the Post Oak Savannah Groundwater Conservation District, where he served as the Water Resource Management Specialist for nearly a decade. Bobby has also worked as a hydrologist for the U.S. Forest Service – Rocky Mountain Research Station. He is a graduate of Texas A&M University, where he holds a B.S. in Agricultural Systems Management and an M.S. in Water Management and Hydrological Science. He is also a graduate of the Texas Water Foundation’s Texas Water Leaders Program. 

Stacey Steinbach joined TGWA in June 2015. She previously worked as a utility district attorney in private practice, as a staff attorney for the Texas General Land Office, and most recently as the Executive Director of the Texas Alliance of Groundwater Districts. Stacey holds a bachelor of science in biology and ecology from Baylor University, a master of science in wildlife and fisheries sciences from Texas A&M University, and a juris doctor with honors from the University of Montana School of Law.


Adeline Fox joined TGWA in 2017. She previously worked as project manager for WaterPR and as education and outreach coordinator for several groundwater districts in the Texas Panhandle. Adeline has a bachelor of science in agricultural communications from Texas Tech University and a master of public service and administration from the Bush School of Government and Public Service of Texas A&M University.


Sarah Kirkle comes to TGWA from Texas 2036, where she was the director of policy and planning and focused on education, infrastructure, health, and natural resources policy. Previously, Sarah spent 13 years at the Sunset Advisory Commission, where she was a member of the agency’s executive management team and became an expert on the legal and regulatory structures of water policy and water district operations in Texas. Sarah also has extensive experience with state agencies, including TDLR, TWDB, and TCEQ.


Lisa Henley has been with TGWA since 1999 and manages the association's office. She also is responsible for planning and organizing all TGWA events. Lisa previously worked in marketing and sales at Blue Cross Blue Shield of Texas and attended Texas State University.

Becky Arledge has been with TGWA since 2001 and performs a majority of the administrative duties for the Association.
